PANEL 1 presentation on “Redistricting Fundamentals and California’s new Commission”
Redistricting is a fundamental component of California’s representative democracy, and the lines
drawn in 2011 will help determine the political destiny of the state for the next decade. This panel will
cover the basics of redistricting, including how data informs the redistricting process; the role of the
Voting Rights Act of 1965 (VRA) in protecting electoral opportunities for under-represented
population groups and the new California Citizens Redistricting Commission.

California is one of the nation’s most diverse states in the United States. Full participation by the
state’s diverse communities is critical for a sound and fair redistricting process. This panel will present
information about California’s new demographics and the importance of keeping communities with
shared interests together when maps are drawn. Panelists will also provide insights on how elected
officials and community leaders can be involved in California’s new redistricting process.
