WHAT: Assembly Appropriations Hearing - The California Assembly is scheduled to continue discussions and vote Thurs-12/10 on SBX5, which will allow the state to receive Obama administration education reform money. California must apply by mid-January to receive the funds.  The Clock is Ticking! SBX5 will improve educational outcomes for students of color ­particularly African-American children.

ABOUT SBX5: The Obama Administration's $4.35 Billion Race to the Top Program provides an opportunity for California school districts to choose to partner with the state and receive federal grant funds to implement
innovative strategies to improve public education. SBX5 makes California
eligible and competitive for a Race to the Top Grant which could total up to
$700 million.


SBX5 is a bi-partisan bill which does the following:

*Provides students in the state's lowest-performing schools the option to attend another public school outside of their district's ZIP code assigned school.
*Allows the use of student achievement data in teacher evaluations.
*Provides for turning around California's historically low-performing schools. *Removes the cap on the number of charter schools which often do a better job of educating African-American students.
*Authorizes open enrollment options for students stuck in low-performing schools. *Identifying the lowest achieving 5 percent of low-performing schools and require the implementation of a renewal plan for those schools.

President Obama is providing a way for us to help Black students achieve. Through President Obama's Race to the Top Program, districts will receive grants to help low performing schools and students. Let¹s make sure California schools receive this money!  WE NEED SCHOOL REFORM AND MORE OPTIONS FOR OUR STUDENTS.

For too long African-American students in our state have underperformed due
to the special interests that have blocked meaningful reform and are lobbying hard for the status quo.


WE CANNOT LET THIS BILL BE DERAILED BY SPECIAL INTERESTS IN CALIFORNIA.

What you can do ASAP (the Assembly votes Wed-12/10/09 at 10 am)? Call your Assembly member and urge passage of SBX5. Call the following legislators who are on the committee:
