Informational Hearing (1:00 p.m. to 3:00 p.m., Room 112)
As
Chair of the Senate Select Committee on Procurement, I am hosting this
hearing to provide Committee members, small business stakeholders, and
the public a forum to receive an overview from the California High Speed
Rail Authority (CHSRA) of its draft report, entitled “Small Business and Disadvantaged Business Enterprise Program.” 

Attendees will also have an opportunity to get direct answers to
technical questions prior to preparing and submitting their comments on
the proposal by the January 16, 2012 deadline.

Many
small business owners have expressed concerns regarding the exclusion
of minority- and women-owned firms from contract opportunities relative
to this major infrastructure project.
The
recently drafted plan by the CHSRA outlines its efforts to level the
playing field for these historically disadvantaged contractors.

Immediately after this hearing (at 3:15 p.m., Room 115),
as Chair of the California Legislative Black Caucus, I am hosting a
Black Business Stakeholders’ Meeting, in conjunction with the California
Black Chamber of Commerce and its President, Aubry Stone.  The purpose
of this meeting is to get your reaction to the CHSRA proposal, including
your perspective of its pros and cons.  The goal is to provide black
stakeholders a shared understanding of key benefits and faults of the
plan, and ideally, to develop a collective voice on these issues moving
