The Commission adopted, on 12-2 vote, a procedure with respect to the hiring of staff and consultants to require full disclosure of prior employment or consulting work by any applicant for staff or consulting positions as part of the selection process. In order to permit a broad pool from which highly qualified applicants may be selected, the Act and the Regulations authorize the Commission to apply its conflict provisions with discretion, while also assuring the impartiality of staff and consultants.
